Harlan County, Kentucky, has struggled with economic decline following the collapse of the coal industry, resulting in a significant loss of population and high poverty rates. Access to broadband is limited, with 16% of the county unserved, compared to the US average of 4%. This connectivity gap has hindered the county's economic potential. FarrPoint, working with SOAR and Connect Humanity, conducted a study to evaluate how improving broadband infrastructure and digital adoption could benefit the region.

A report was needed to evaluate how improving broadband infrastructure and increasing digital adoption could address the county's challenges. It aimed to assess the economic impact of better connectivity, identify key industries that would benefit from enhanced internet access and explore how to drive higher digital engagement.
FarrPoint’s goal was to demonstrate how improved connectivity could boost quality of life, stimulate economic growth, attract new residents, and help retain the county's population.
Broadband access has been a top priority for the Harlan County Fiscal Court for six years. Investments from all levels of government and private providers have expanded coverage, but work remains in underserved areas. We are committed to improving infrastructure and affordability. Broadband is as essential as water and electricity and vital for education and good-paying jobs.
Dan Mosley, Harlan County Judge/ExecutiveFarrPoint collaborated closely with Harlan County representatives, SOAR, and Connect Humanity, engaging in discussions to understand the community's challenges and how improved connectivity could help address them. FarrPoint conducted research into the county’s socio-economic characteristics and current broadband infrastructure, reviewing policies and strategies to align with regional goals.
FarrPoint also carried out an impact assessment, focusing on the potential benefits of improved connectivity for both key current local industries as well as in attracting new businesses to the region. The assessment also took into account the drivers and benefits of increasing digital adoption.
In collaboration with SOAR and Connect Humanity, FarrPoint developed a joint press release to promote the findings, sharing the report and case studies on various media and social channels.
Broadband is fundamental to efforts to bring jobs, businesses, and new residents to Eastern Kentucky. When I ask people what they need to relocate or invest, high-speed internet consistently ranks top alongside housing, healthcare, and education.
